General Description:

Works under direction of the District Director with emphasis on providing career guidance while adhering to performance measures within a fast paced, time sensitive case management environment.  This is a position working with the general public and is designated as a position of special trust.  Specific duties include the following:

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Case Management/Counseling/Partnership:

  1. Develop specific, individualized plans that serve as road maps for clients to get them to a self-sufficient status where they are working towards self-reliance.
  2. Counsel participants regarding plans for meeting needs, and aid participants in mobilizing inner capabilities and community resources for improving social functioning.
  3. Refer individuals when appropriate to community agencies based on needs.
  4. Analyze individual outcomes regularly and continue to problem-solve and research new/innovative ways to engage successfully with participants who do not immediately respond to an offered approach.
  5. Develop a network and collaboratively work with social service agencies within the local community.
  6. Creates, maintains and updates customer case files in accordance with defined standards and enters information into appropriate systems.
  7. Monitors case files for accuracy and provides to supervisor, as required, ensuring all services have been provided and are entered accurately per applicable regulations and internal requirements.  Ensures deficiencies are corrected within the timelines.
  8. Determines customer suitability for training; calculates eligibility for support services and prepares requests for support services to authorize payment for childcare, transportation allowance, training, uniforms, and related fees; submits requests to supervisor for review and approval prior to customer discussion or distribution. 
  9. Evaluates, facilitates, monitors and documents services and customer progress in relation to established goals (IRP) and objectives. Verifies and accurately enters customer job placement or accountable activity information into data system with error rate defined by supervisor. Adhere to performance goals as established by state and federal policy guidelines.
  10. Documents and reports non-compliance of programs which may lead to termination of benefits. 
  11. Schedules monthly follow-up appointments in person or by phone to collect and provide information, answers queries, resolves basic issues and obtains consensus with the customer regarding expected outcomes pertaining to employment goals and program participation.  Target the needs and interests of specific individuals.
  12. Analyze interventions for effectiveness, research and develop alternative intervention, openly solicit supervisory guidance and input.
  13. Maintain accurate, thorough, timely and complete case files and communicate professionally in writing and verbally. Manage emails, voicemails and electronic case management cabinet.
  14. Determine crisis situations and respond as required.
  15. Consistently uses empathetic and courteous dialogue while conducting the appointment to gather appropriate case information updates.
  16. Coach collaboratively with customers’ input, maintaining a balance between teaching and serving, while focusing on the family unit.
  17. Work with diverse backgrounds and cultures while focusing on integrated services to achieve self-sufficiency.
ADDITIONAL DUTIES AND RESPONSBILITIES:
  1. Assists customer with job search and in any other area deemed necessary to obtain gainful employment.
  2. Provides mentoring and guidance as requested.
  3. Prepares and provides labor market information, hiring trends and wage data as requested.
  4. Performs other duties and responsibilities as assigned.
Qualifications and Education Requirements:
MINMUM QUALIFICATIONS:
KNOWLEDGE SKILLS AND ABILITIES:
  1. Ability to use critical thinking skills to make decisions independently while staying within the guidelines of policies and procedures.
  2. Case Management experience; ability to engage and maintain positive customer relationships.
  3. Proficient in the application of Microsoft Word, Excel, Outlook and other applications.
  4. Ability to work independently by planning, organizing and coordinating work assignments.
  5. Ability to work effectively in a team environment; maintains a professional working relationship with management, co-workers, stakeholders and customers.
  6. Ability to communicate effectively, both verbally and in writing and ability to listen effectively.
  7. Ability to manage in person and telephone interaction efficiently and courteously.
  8. Ability to multitask in a fast-paced environment.
  9. Ability to assess a job seeker and create a career pathway by research, program knowledge and critical thinking.
  10. Ability to learn and become proficient in all pertinent CareerSource technology and systems, including Employ Florida, the CareerSource website and others as required or requested.
  11. Ability to maintain strict confidentiality when exposed to sensitive information.
  12. Knowledge of electronic recordkeeping for client information.
EDUCATION/EXPERIENCE:

Bachelor’s degree in Psychology, Sociology, Social Work, Mental Health from an accredited college or university or closely related field preferred.   At least two (2) years of experience working closely with individuals and families in need of assistance; crisis intervention and understanding the theory and practice of multiple evidence-based and best practices utilized in case management OR any combination of relevant education and experience that demonstrates the ability to successfully complete essential responsibilities.  Professional or nonprofessional experience may substitute on a year-for-year basis for the required college education.

OTHER JOB-RELATED REQUIREMENTS:

  1. Obtain Florida Workforce Professional Tier I mandatory within one-year (12) months of date of hire.  
  2. Participates in 15 hours of continuing education to maintain Workforce Professional Certification.
  3. Compliance with the Health Insurance Portability and Accountability Act (HIPPA).
  4. Compliance with workplace safety to prevent on-the-job injuries by adhering to First Cost Workforce Development policy.
  5. May be required to travel locally and must provide own transportation.

WORK ENVIRONMENT/PHYSICAL DEMANDS:

  1. Workingindoors and occasional vehicular travel encountered.
  2. Prolonged period of sitting at a desk and working on a computer.
  3. Must be able to lift 15 pounds at times.
