General Description:

The Youth Pathways Specialist, under the direct supervision of the Youth Services Program Manager is responsible for assisting public school students and parents in navigating FAFSA, internships/externships, apprenticeship training, and employment services; make connections to supplemental services to achieve goals related to career and college readiness (CCR); maximize the information and resources provided to youth and parents. This is a professional position requiring minimal supervision and is designated as a position of special trust.  Specific duties include the following:

Essential Duties and Responsibilities:

  1. Collaborates and provides program knowledge and guidance to Public Schools, and assist in providing group and individual support in areas of goal setting, decision-making, processing, applying job readiness and life skills content, and understanding assessment outcomes.
  2. Manages and maintains the referral process with the schools to ensure youth are connected and have a thorough understanding of the information and resources available to them as it relates to internships/externships, apprenticeship training and employment services.
  3. Identifies and provides guidance to client on education and training opportunities that result in milestone achievements and measurable outcomes for students’ success during and after high school.
  4. Participate in youth program orientation, supporting facilitators in managing internship/externship dynamics and addressing individual behavior or other needs.
  5. Initiates individual and in small groups meetings with students to create and guide customers through the development of an individual career pathway plan, identify short and long-term goals, process assessment outcomes, and apply what they have learned to the decision-making process about education and training opportunities.
  6. Coordinate supports that will assist the customer with ongoing attendance and participation in program activities, assessing needs through case management principles and making referrals to community resources as appropriate.
  7. Manages and maintains a comprehensive community partnership and employer database for the coordination of client services.
  8. Engages regularly with customers to reinforce the use of skills learned in orientation activities through ongoing coaching sessions during the education and training phase of program participation, as well as during and after the transition to employment or post-secondary educational institution.
  9. Encourage and facilitate workshop attendance and resource center access by identifying and reducing barriers.
  10. Responsible for documenting all communication with and services provided to students and making this information available for reporting purposes.
  11. Meet with businesses to match customer with internship/externship opportunities.

Additional Duties and Responsibilities:

  1. Assist and provides feedback to management for areas for improvement that will ensure compliance with policies and Standard Operating Procedures that will result in monitoring and auditing reviews without findings.
  2. Serves as a resource for employers and schools on various opportunities available to youth.
  3. Assist with the development of statistical performance reports and recommendations to enhance performance outcomes.
  4. Assist with the development and managing budget to ensure maximum numbers of youth served within the funded allocation. 
  5. Assist with financial closeout reports to ensure compliance with federal and state regulations.
  6. Assist with the development of written guidance for improvement and implementation and thereby ensuring deficiencies are corrected prior to next monthly review.
  7. Assist with identifying professionals to participate in industry-specific interview panels.
  8. Assist with identifying community providers to participate in resource fairs.
  9. Input and maintain customer information and progress in the electronic records system.
  10. Attend meetings and conferences as required.
  11. Performs other duties as assigned.

MINIMUM QUALIFICATIONS:

Knowledge, Skills and Abilities:

  1. Ability to self-manage and demonstrates critical thinking and decision making while in the field.
  2. Ability to work independently by planning, organizing and coordinating work assignments.
  3. Ability to work effectively in a team environment; maintains a professional working relationship with management, colleagues and other agencies and uses good judgment in recognizing scope of authority.
  4. Proficient in Microsoft Office, including but not limited to Excel, Word, PowerPoint and Outlook.
  5. Ability to connect with the community and/or family engagement within schools and/low-income communities.
  6. Ability to maintain strict confidentiality when exposed to sensitive information/issues.
  7. Ability to communicate effectively: ability to speak clearly and correctly, ability to communicate effectively verbally and in writing and ability to listen effectively, communicate ideas, advice, feedback, and critiques professionally in individual and group settings.
  8. Ability to recognize weaknesses and develop plans to aid in personal and career growth.
  9. Knowledge of workforce or industry trends in Florida.
  10. Ability to established relationships with community providers.
  11. Ability to work as a mentor or advising role.
  12. Knowledge of/ability to understand and apply applicable rules, regulations, policies and procedures specific to policy and programs.
  13. Ability to demonstrate an understanding and competence in serving culturally diverse populations.
  14. Ability to analyze, problem solve and make good decisions in difficult and changing situations.
  15. Ability to manage telephone and e-mail activity efficiently and courteously.

Education/Experience:

Bachelor’s degree from an accredited college or university preferred.  Two (2) years of professional experience in program management in an independent decision-making position required. Professional or nonprofessional experience may substitute on a year-for-year basis for the required college education.

Other Job-related requirements:

  1. Obtain Florida Workforce Professional Tier I mandatory within one year (12) months of date of hire.  
  2. Participates in 15 hours of continuing education to maintain Workforce Professional Certification.
  3. Compliance with the Health Insurance Portability and Accountability Act (HIPPA).
  4. Compliance with workplace safety to prevent on-the-job injuries by adhering to First Cost Workforce Development policy.
  5. Ability to work a flexible schedule, evenings and some weekends
  6. Required to travel locally and must provide own transportation.

Work Environment/Physical Demands:

  1. Working indoors and frequent vehicular travel encountered.
  2. Prolonged period of sitting at a desk and working on a computer.
  3. Must be able to lift 15 pounds at times.
