General Description:

The Business Analyst works under the general direction of the Vice President, Administration and Accounting and is responsible for processing and maintaining accounting records for the organization, payroll, accounts payable processing and the management of all office leases. This is a position or duty designated as a position of special trust. 

ESSENTIAL DUTIES AND RESPONSIBILITIES:
  1. Manages and maintains payroll and accounting systems to ensure timely and accurate processing of payroll transactions including salaries, benefits, garnishments, taxes, other deductions and expense reimbursements.
  2. Ensures compliance with federal, state, and local payroll, wage, and hour laws and best practices.
  3. Manages the timely processing of payroll updates including new hires, terminations, and changes to pay rates.
  4. Develops and provides organizational guidance on payroll & travel reimbursement practices utilizing various internal communications platforms.
  5. Monitors changes in payroll law, provides organizational guidance, and updates processes and guidance to ensure compliance.
  6. Develop and maintain accounting internal control standards to comply with federal and state requirements.
  7. Develops and maintains analytical tools to assist in financial decision-making; develops, maintains and utilizes financial forecasting and financial modeling; develops and maintains, fee schedules, financial plan and other reporting.
  8. Review and processes payment of all procurement related activities while ensuring procurement procedures are compliant with policy and procedures.
  9. Manages all property and equipment; ensures records are current and maintains inventory and schedules. Orders and coordinates the delivery of equipment and materials to facilities.
  10. Overseas facility preventative maintenance, health and fire inspections, renovations and emergency repairs.
  11. Initiates and manages all office leases and rental agreements.  Ensures agreements complies with rules, regulations and guidelines as required.
  12. Executes operational accounting functions:  general ledger, accounts payable and receivables.
  13. Records numerical and financial data to produce financial records.
  14. Develops reports and correspondence and ensures the inclusion of all pertinent information from sources; initiates routine correspondence, reports and records; develops procedures, and record-keeping processes.
ADDITIONAL DUTIES AND RESPONSBILITIES:
  1. Compiles and analyzes accounting data, prepares and presents monthly financial statements to Florida Commerce.
  2. Provides accounting guidance and statistical analyses with regard to annual budget preparation.
  3. Manage external, state and federal fiscal monitoring and coordinates timely monitoring report responses.
  4. Plan and prepare monitoring schedules
  5. Prepares adhoc reports for management.
  6. Maintains records and reports in an organized manner for timely retrieval.
  7. Attends meetings and conferences as required.
  8. Performs other duties as assigned.
Qualifications and Education Requirements:
MINMUM QUALIFICATIONS:

KNOWLEDGE SKILLS AND ABILITIES:

  1. Ability to analyze and interpret regulations, current practices, and applicable laws regarding compensation to ensure current knowledge and ability to apply.
  2. Extensive knowledge of payroll functions including preparation, balancing, internal control, and payroll taxes and payroll software.
  3. Knowledge of generally accepted accounting principles (GAAP) and financial data analysis.
  4. Ability to use accounting software to record, store, and analyze financial data.
  5. Ability to proficiently compile, analyze record and interpret detailed accounting data utilizing extensive spreadsheet capabilities.
  6. Knowledge of/ability to understand and apply applicable rules, regulations, policies and procedures specific to accounting and company policy and programs.
  7. Knowledge of commercial office leasing and rental agreements.
  8. Knowledge of the principles and practices of purchasing and procurement.
  9. Knowledge of/ability to understand and apply applicable rules, regulations, policies and procedures specific to purchasing, procurement and contracts/agreements.
  10. Strong analytical and problem-solving skills.
  11. Proficient with Microsoft Office Suite or related software.
  12. Ability to work independently, with minimal supervision, and as part of a team, to prioritize and to multitask.
  13. Ability to communicate effectively, both verbally and in writing and ability to listen effectively.
  14. Ability to analyze, problem solve and make good decisions in difficult and changing situations.
  15. Ability to maintain strict confidentiality when exposed to sensitive information/issues.
EDUCATION/EXPERIENCE:

Bachelor’s degree from an accredited college or university Accounting, Finance, Public or Business Administration preferred.  Four 4 years of professional experience in accounting/administrative/payroll experience.  Professional or nonprofessional experience may substitute on a year-for-year basis for the preferred college education. 

OTHER JOB-RELATED REQUIREMENTS:

  2. Compliance with workplace safety to prevent on-the-job injuries by adhering to First Cost Workforce Development policy.
  3. Required to travel locally and must provide own transportation.

WORK ENVIRONMENT/PHYSICAL DEMANDS:

  1. Workingindoors and occasional vehicular travel encountered.
  2. Prolonged period of sitting at a desk and working on a computer.
  3. Must be able to lift 15 pounds at times.
