Condition of Employment:

General Description:
The Director is responsible for managing and supervising the diverse activities of the Welfare Transition and SNAP E&T programs. This is a position working with the general public and is designated as a position of special trust and requires minimal supervision. Specific duties include the following:
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Manages, directs, and provides leadership, oversight, and guidance to assigned staff. Ensures expectations are understood, established policies are followed, documents performance issues, and addresses deficiencies.
- Plans and oversees daily operations of the Welfare Transition and SNAP E&T programs.
- Actively monitors assigned operational goals and objectives to ensure that activities meet or exceed performance standards. Develops and submits monthly data reports.
- Provides interpretation and administers the implementation of federal laws and regulations, state statutes and regional rules, policies and procedures.
- Ensures proper documentation data collection, reporting and coordination of regional services.
- Negotiates and initiates contact modifications as necessary. Establishes relationships and originates Memorandums of Understanding (MOU) and other agreements relating and pertaining to programmatic and fiduciary services.
- Develops and implements strategies to enhance organizational staff performance to exceed standards assigns by state oversight entity.
- Conducts scheduled, recurring staff meetings with operational staff for multi-purpose information sharing. Meets regularly with senior, designated staff from each center of operation to review, evaluate and direct operations.
- Continuously examines the quality and efficiency of customer services and, when required, implements changes to improve the service delivery process. Makes recommendations for changes in policy/procedures that affect the quality, effectiveness and efficiency of the service delivery system.
- Hires and directs the training of all operational staff under his/her guidance.
- Ensures all administrative documents are accurate, thorough and submitted timely.
- Participates in community relations activities as they relate to the services and activities available through CareerSource. Fosters and maintains close, highly effective relationships with other agencies, community groups and business partners.
- Review, approve and sign all budgetary processes for Welfare Transition and SNAP E&T departments.
- Coordinates with affiliated departments for program needs and collaborations.
ADDITIONAL DUTIES AND RESPONSBILITIES:
- Represents the company at meetings and conferences as required.
- May prepare, or direct the preparation, of operational reports.
- Provides updates/briefings to committees and board meetings as requested.
- Works on special assignments and performs other related work.
- Performs other duties and responsibilities as assigned.
Qualifications and Education Requirements:
MINMUM QUALIFICATIONS:
KNOWLEDGE SKILLS AND ABILITIES:
- Ability to work independently by planning, organizing and coordinating work assignments.
- Proficient in the application of Microsoft Word, Excel, Outlook and other applications.
- Ability to communicate effectively, both verbally and in writing and ability to listen effectively.
- Must possess strong public presentation and negotiation skills and ability to interact with all levels of management, customers and business community.
- Knowledge of principles of modern organizational development, management and public relations.
- Ability to compile, organize, evaluate and analyze data.
- Ability to maintain strict confidentiality when exposed to sensitive information/issues.
- Knowledge of/ability to understand and apply applicable rules, regulations, policies and procedures.
- Ability to analyze, problem solve and make good decisions in difficult and changing situations using problem-solving techniques.
- Ability to plan, organize, coordinate and evaluate the work of staff to achieve division and program goals.
EDUCATION/EXPERIENCE:
Bachelor’s degree from an accredited college or university preferred. Three (3) years of full-time increasingly responsible administrative/management experience in workforce development required. Specific knowledge of the Welfare Transition and SNAP E&T programs preferred. Professional or nonprofessional experience may substitute on a year-for-year basis for the preferred college education.
OTHER JOB-RELATED REQUIREMENTS:
- Obtain Florida Workforce Professional Tier I mandatory within one-year (12) months of date of hire.
- Participates in 15 hours of continuing education to maintain Workforce Professional Certification.
- Compliance with the Health Insurance Portability and Accountability Act (HIPPA).
- Compliance with workplace safety to prevent on-the-job injuries by adhering to First Cost Workforce Development policy.
- May be required to travel locally and must provide own transportation.
WORK ENVIRONMENT/PHYSICAL DEMANDS:
- Working indoors and occasional vehicular travel encountered.
- Prolonged period of sitting at a desk and working on a computer.
- Must be able to lift 15 pounds at times.

The salary range for this position is $71,589.00-$78,589.00 annually. This position is classified as exempt and may require travel within the region as directed.
